In a concerted effort to address ongoing challenges and promote regional stability, the Fourth Meeting of Foreign Ministers of Afghanistan’s Neighboring States was convened on April 13, 2023, in Samarkand, Uzbekistan. This significant diplomatic engagement saw the participation of China, Iran, Pakistan, Russia, Tajikistan, Turkmenistan, and Uzbekistan.

Security and Counterterrorism Efforts

A major focus of the meeting was the continuing security challenges posed by terrorist groups operating within Afghanistan. The representatives underscored the severity of the terrorism-related security situation, highlighting that groups such as the Islamic State of Iraq and the Levant (ISIL), Al-Qaeda, the Eastern Turkistan Islamic Movement (ETIM), the Tehreek-e-Taliban Pakistan (TTP), the Balochistan Liberation Army (BLA), Jundallah, Jaish al-Adl, Jamaat Ansarullah, and the Islamic Movement of Uzbekistan (IMU) continue to pose serious threats to regional and global security.

The importance of establishing an inclusive and broad-based governance system in Afghanistan was another key aspect of the discussions. Combating Drug Trafficking and Economic Support

Drug trafficking remains a significant issue linked to Afghanistan, with its illicit narcotics trade financing extremist groups and destabilizing the region. The meeting participants called for comprehensive strategies to combat drug production and trafficking. A key solution discussed was the development of drug crop substitution programs, which would provide Afghan farmers with sustainable and legal alternatives to opium cultivation.

Furthermore, the meeting underscored the necessity of supporting Afghanistan’s economic reconstruction. The representatives emphasized that international assistance in restoring the national economy would contribute to creating decent living conditions, reducing migration pressures, and fostering regional stability. Investments in major energy, transport, communication, and infrastructure projects were identified as crucial drivers for Afghanistan’s economic integration into the global economy.

Holding Responsible Parties Accountable

An important component of the discussions was the call for the countries primarily responsible for Afghanistan’s current predicament to fulfill their commitments towards its economic recovery and future development. While Afghanistan’s neighboring states have pledged their continued support, they urged the broader international community, particularly nations with historical involvement in Afghanistan’s political landscape, to contribute effectively to the country’s rebuilding efforts.

Looking Ahead

At the conclusion of the meeting, the participants expressed gratitude to Uzbekistan for successfully organizing the high-level diplomatic engagement. They supported the proposal to convene the Fifth Meeting of Foreign Ministers in Ashgabat in 2024 or at an earlier date, if necessary.
