Despite multiple high-level communications, intelligence sharing, and joint security proposals, Tehran has done little—if anything—to dismantle these networks.
Pakistan Struck Once – And May Be Forced to Strike Again

Interviews with Pakistani and Indian intelligence officials, alongside investigative documents, reveal that nearly 20 individuals have been killed in covert operations orchestrated by sleeper cells directed from India—specifically from Prime Minister Narendra Modi’s office.
These cells operate out of the UAE and other countries, paying local criminals millions of rupees to execute the hits. In some cases, even jihadist elements have been misled into conducting the assassinations, believing they were targeting “infidels.”
This is not just an intelligence operation. It is a violation of Pakistani sovereignty and a flagrant breach of international law. It marks a new low in India’s hybrid warfare strategy—moving from disinformation campaigns and propaganda to literal murder.
And this is not confined to Pakistan. India has been accused of killing Sikh activists in Canada, the UK, and the US. Washington and Ottawa have both confronted Delhi over these activities.
